The challenge of a young squad

We are performing well this season and getting DV spread nicely between the players, but with such a large squad of youngsters it only takes one to lag behind in their development to drag everyone else behind with them.  Suddenly you find yourself playing the same player every single game to catch them up, eliminating one place for rotation. As a result the inevitable happens, another player slows to the point of nearly falling and your attention is pulled there and then the whole thing unravels.  How do you avoid this? Train, train, train. Match experience cannot alone solve the issues, sometimes the players need to take responsibility on the training pitch and get themselves out of the rut they're in.
